Turning Public Initiatives Into Executable Programs.
Project Capital Advisors helps public-sector organizations structure capital, modernize operations, and build the systems required to move complex initiatives from planning into execution.

Structure. Build. Implement.
Complex initiatives stall when funding, data, systems, and execution are disconnected. PCA brings those pieces into one implementation structure.
PCA connects capital strategy, operational systems, and implementation support so complex initiatives move forward with greater clarity, visibility, and control.
What We Help Organizations Do
Capital Strategy & Funding Programs
Turn funding opportunities into structured capital pathways with clear sources, requirements, ownership, and deployment plans.
Project & Implementation Planning
Translate complex initiatives into actionable scopes, responsibilities, milestones, budgets, and execution paths stakeholders can act on.
Command Centers & Executive Dashboards
Give leadership a unified operating view across programs, departments, projects, funding, risks, and performance — without chasing reports.
Automation & AI-Enabled Workflows
Reduce manual work by modernizing intake, routing, approvals, notifications, and constituent interactions so staff focus on what matters.

PCA works across capital strategy and digital operations — independently or together — to help complex public initiatives move from planning into execution.
Structure the Opportunity.
Public initiatives stall when funding is misaligned, ownership is unclear, and stakeholders aren't coordinated. PCA brings structure to the capital side before commitments are made.
Capital Strategy & Planning
Define the funding structure, budget parameters, and capital pathway before the initiative moves forward.
Public & Development Funding Strategy
Evaluate and structure federal, state, local, and development-finance sources around the specific requirements of the initiative.
Project Feasibility & Structuring
Evaluate scope, cost drivers, timeline, and readiness before major funding or execution decisions are made.
Funding Program Design
Structure grant programs, incentive frameworks, and funding deployment strategies for agencies managing capital programs.
Capital & Stakeholder Coordination
Coordinate agencies, funding partners, institutional leadership, and stakeholders around funding requirements, decisions, and responsibilities.
Deployment Planning
Support the transition from funding approval to active implementation with clear ownership, milestones, and accountability.
Build the Systems.
Public organizations have data, staff, and existing technology — but the pieces don't work together. PCA designs operational systems that connect them and give leadership the visibility to act.
Operational & Process Design
Map how work, information, decisions, and responsibilities move across an organization — then redesign the operating model before technology is applied.
Command Centers & Executive Dashboards
Create leadership-level visibility across programs, departments, projects, funding, milestones, and performance in a unified operating view.
Workflow Modernization & Automation
Replace manual, repetitive processes with structured routing, intake, approvals, notifications, and follow-up.
AI-Enabled Constituent Services
Telephone, intake, and information systems that improve response times and reduce repetitive staff workload.
Systems & Data Integration
Connect existing platforms so agencies stop managing fragmented information across disconnected tools.
Decision Support & Operational Insight
Transform operational data into alerts, priorities, and actionable information that helps leaders identify issues earlier and act with confidence.

An advisory and implementation firm built around the problems public organizations are actually trying to solve.
Project Capital Advisors is an advisory and implementation firm helping public-sector and institutional organizations structure capital initiatives, modernize operations, and build the systems required to move complex programs into execution.
PCA works across two practice areas — Capital & Funding Advisory and Digital Operations — independently or together, depending on what the initiative requires. The common thread is implementation: helping organizations close the gap between where they are and where the initiative needs to go.
PCA is led by Richard Jones and supported by specialized advisors, technical resources, and implementation partners aligned to the requirements of each engagement. Rather than maintaining a fixed roster of generalists, PCA assembles the right team around each initiative — ensuring that the expertise brought to an engagement matches the specific capital, operational, and systems challenges at hand.
PCA is based in Montgomery, Alabama and works with public agencies, institutions, and organizations navigating complex capital and operational challenges.
Operating Principles
Independence First
PCA advises on the owner's side. We do not self-perform work where advisory services are provided, preserving objective guidance throughout.
Practical Implementation
Strategy without execution is incomplete. PCA moves with clients from planning through implementation, not just to the point of a recommendation.
Public Accountability
Public-sector work requires documentation, compliance, and reporting discipline. PCA builds those requirements into every engagement structure.
Right Team Per Initiative
Each engagement is staffed with the advisors, specialists, and implementation resources the initiative actually requires.
Administrative Clarity
Unclear ownership and responsibility are among the most common reasons public initiatives stall. PCA defines both from the start.
Technology in Its Place
AI and automation are tools, not products. PCA applies technology where it removes friction — and only after the operating model is understood.
